11 1) formats the manual citation according to HIS Publication Standards,
12    setting the 'title' in Century Schoolbook Medium Italic, followed by
13    a comma and "(Order No.  'orderno')" in Century Schoolbok Roman,
14    followed by the optional 'punctuation'.

18 1) If "title" contains white space, it must be given as a quoted
